With reference to my Despatch No. 8 of the 10th.
January, I have the honour to transmit for your information, a further letter, in triplicate, addressed by lar. R. Baker, the Acting Manager of the Railway to the Consulting Engineers and I should be glad if it could be forwarded in due course.

Mr. Baker is in favour of selecting the alter- -native scheme B furnished by the Consulting Engineers in their letter No. 219 of the 30th. April, for the signalling installation at the Kowloon Railway Station Yard; and he proposes to adopt it subject to certain modifications in the interests of economy, i.e. certain items might be obtained locally, and the installation of certain electrical equipment might be postponed, provision being made for installation ultimately if the expansion of traffic
warrants it.

Mr. Baker is also of opinion that the assistance
of an expert signalling foreman should be obtained to supervise the
laying out of the Yard and the installation of the equipment. It is
of course impossible to obtain a man possessed of the requisite
experience locally, and I recommend that the Consulting Engineers
should be instructed to provide in the arrangements for the purchase of the equipment that the manufacturers who obtain the contract
